CONVERTING YOUR FILM INSTALLATION TO DIGITAL?  YOU MAY (REQUIRED IN WASHINGTON STATE) NEED A NEW SHIELD PLAN!  Highlights of State of Washington x-ray shielding review policy (07-2004) & modified January 17, 2006.

Because Digital imaging, whether CR or DR requires approximately double the dose of a 400 speed film system, the State of Washington, among possible other states, are requiring that a new shielding plan be filed.  It would be very helpful if you could provide a copy of your existing plan, if available.

The State of Washington does not review dental, veterinary, podiatry, mammography, or bone density facilities.

So, if you are operating a medical or chiropractic x-ray department, any of the following reasons are cause for a new shield plan.  An upgrade of a CT room requires a NEW PLAN based on technology changes.

bulletUpgrade of x-ray equipment to higher power
bulletConversion from film to CR or DR (summer 2006)

It is a good idea to have a "Qualified Expert" review your shield plan prior to installing a digital x-ray system in order to verify that you have sufficient shielding.

Any fees involved?  Yes, each room shielding review is billed at $255 (WAC 246-254-053(2)(a)).  This fee includes one revision if necessary.  Payment must be received with the submission of the plan.  The shielding review process will not begin until payment has been received.  You may make your check out to the Washington State Dept of Licensing. Note that there is a $500 "fine" for installation of x-ray equipment before a plan review is approved.  This is on top of the $255 fee.  In addition there is the fee of the "Qualified Expert" that is in addition to the above mentioned State fees.

If you are very short on time, an expedited review is available within 2 working days, once all information is received, for an expedited fee of $755 per room plan.

Qualified Experts must state on their shield plan whether it applies to a film or digital system.  You also need to complete a Request for Plan Review form.

It is noteworthy that we are now designing to the new standards set forth in NCRP #147, issued November 19, 2004.  NCRP #147 is STRUCTURAL SHIELDING AND DESIGN FOR MEDICAL X-RAY IMAGING FACILITIES, and incorporates the Recommendations of the NATIONAL COUNCIL ON RADIATION PROTECTION AND MEASUREMENTS.
